Structural Repairs to Piers 4 & 14
Naval Station Norfolk, Virginia

On June 6, 2003, the U.S. Navy awarded Precon Marine, Inc. the $4,978,531 structural repairs project on Piers 4 and 14 at Naval Station Norfolk. The work includes structural concrete repairs to piles, pile caps, beams, slabs, and curbing; the cleaning and painting of cleats, bollards, and pier markings; complete extraction of timber piles; fender system repairs, removal of rail system and abandoned 12” saltwater main and incidental related work.

Prior to beginning any structural concrete pile repairs, Precon Marine conducted an above and underwater pile survey on both piers. During the government evaluation of the written and graphical report, Precon Marine’s subcontractor, H&B Railroad Company, Inc., was able to proceed with the removal of 8,476 linear feet of the existing crane rail system on Pier 14 and repair with air-entrained concrete.

Upon completion of the repairs to the pile jackets, pile wraps and broken piles, Precon Marine will remove cleats and install bollards, remove and install ladders, and remove the 12” waterline then proceed to pulling out the timber piles, driving composite piles and repairing the fender system. The spall repairs will be performed utilizing pneumatically applied concrete.

The estimated project completion date is October 2005.
