Rio Puerto Neuvo Project
1A Seismic Retrofit of the Constitution Bridge and Miramar Water Transmission Pipeline
Constitution Bridge
San Juan, Puerto Rico

As part of a $400 Million 10-year Rio Puerto Neuvo Flood Control Project, The USACE awarded Precon Marine, Inc. Contract 1A for the Constitution Bridge Seismic Retrofit. This plan of improvements will protect against the 100-year flood by the construction in the Puerto Nuevo River and its tributaries.

This $4 Million Constitution Bridge retrofit project consists of replacing girder bearings and expansion joints, repairing girders, adding crossframe bracing between girders in various locations, and painting portions of the bridge, including lead-base abatement and sandblasting. Existing bearings are to be replaced with new seismic isolation bearings for all girder bearings on Piers 13 and 19. A total of 111 bearings are being replaced in order to address failed bearings and bring the bridge up to current seismic code. New lines of crossframe bracing between girders are to be added on either side of Piers 13, 16, and 19 also to bring the bridge up to the current seismic code. The lines of crossframe bracing are to be installed for the full width of the bridge at each location. Existing failed expansion joints are to be removed and replaced with new joints for the complete width of bridge at Piers 13, 16, and 19. The end 3 feet of all bottom girder flange bearings on the southwest side of Pier 16 and the northeast side of Pier19 are to be replaced due to deterioration. The project will require jacking up the bridge to repair girders and replace the bearings. Roadway is to be milled, repaved and restriped.
